Are agglomeration policies heading for bankruptcy?

Launched by the Confederation at the turn of the 2000s, this idea is struggling with the Greater Geneva area as much as with Lausanne-Morges or AggloY in Yverdon. And in Fribourg, the situation isn't looking too good either.
