To be or not to be Swiss: the Schwarzenbach years

When we talk about xenophobic initiatives, we immediately think of the texts tabled in the 1970s by James Schwarzenbach. Twice, in 1970 and 1974, the Swiss were asked to vote for or against limiting the number of foreigners. Both times, they rejected the initiative, narrowly in 1970.
