Cannabis on newsstands: towards legalization?

For a few weeks now, you've been able to legally buy cannabis at Swiss kiosks. This "lignt" hemp contains less than 1% THC, the psychotropic substance. Sales are soaring, and so is turnover. But is legal cannabis harmful to health? Will legal sales curb the black market? And above all, is this the first step towards legalization?
