Does Switzerland consume too much water?

This is one of the questions raised by the Young Greens' environmental responsibility initiative. If the initiative passes, we'll have to use less water. The initiators are basing themselves on a Greenpeace study which states: Switzerland uses 2.7 times too much fresh water.
