European countries hesitate between distributing or centralizing refugees

France has decided to set up its first humanitarian reception center in a former industrial wasteland north of Paris. Italy, on the other hand, has chosen to distribute refugees throughout its territory, on a ratio of 2.5 to 3 migrants per thousand inhabitants.
