Groups: small parties under pressure in the Vaud legislature

Communal and cantonal parliaments sometimes comprise groups of just a few elected representatives. Do these groups need to regroup in order to exist? The canton of Vaud, for example, is proposing to increase the number of deputies needed to form a political group.
