Speed cameras: illegal to warn on Facebook?

Facebook groups warn members of speed cameras on the roads. Publicly warning of speed cameras or roadside checks is illegal. Administrators try to justify themselves by arguing that the groups are closed to the public. But can a group with over 3,000 members still be considered closed or private?
