Who wants a Switzerland of 10 million?

Switzerland's population is growing at a much faster rate than its neighbors, now topping 9 million. But one party, the SVP, wants to put the brakes on this and is proposing to freeze the population at 10 million. Who wants Switzerland to grow like crazy?
