Why is marriage for all "stuck"?

"No to marriage for all". This is the name of the referendum launched by the Federal Democratic Union (UDF), which succeeded on April 27 with over 61,000 signatures. Why doesn't Switzerland have marriage for all? And how have homosexual struggles evolved?
